May Minutes 2025
Trustees of the Newton Public Library District met May 19, 2025 at 5:00 P.M. Present were Travis Farley, Pete Pasero, Emily Carroll, Jennifer Hinterscher, Ilene Woods and Director Jacque Cowger.
The Oath of office for Elected Trustees was administered to Travis Farley, Ilene Woods, & Emily Carroll. Jeanette Hickox will complete her Oath of Office at a later date.
The Officer Election was conducted.
Trustee Woods made a motion to nominate Trustee Farley as President seconded by Trustee Pasero. Motion passed.
Trustee Woods made a motion to nominate Trustee Pasero as Vice President seconded by Trustee Hinterscher. Motion passed.
President Farley made a motion nominate Trustee Carroll as Secretary seconded by Trustee Pasero. Motion passed.
Trustee Carroll made a motion to nominate Trustee Woods as Treasurer, seconded by President Farley. Motion passed.
President Farley called the meeting to order.
Minutes of the April meeting were reviewed and will stand as presented.
The April financial report was reviewed. Bills were presented. President Farley made a motion to pay the bills, seconded by Trustee Woods, motion passed.
Director’s Report
Circulation for April was 2,676. Money collected from fines, faxes, copier, book sales, cards, and miscellaneous was $669.55. Eight new cards were issued. The patron door count for the month of April was 1,327.
Director Cowger mentioned that regular roof maintenance was completed recently and there were some issues with the upstairs windows. Director Cowger will be looking into getting quotes for repairs.
Old Business
Trustee Hinterscher gave an update on the museum.
Director Cowger reported the results of the book sale.
The library has obtained a police report from Corporal Kocher regarding unreturned technology items.
Trustee Woods made a motion to authorize Director Cowger to execute the Newton Public Library Incoming Loan Agreement effective 7/1/2025 -7/31/2025 between the library and Friends of Miss D. – Katina Crain Roth, seconded by Trustee Carroll with President Farley voting no, motion passed.
Director Cowger reported on end of the year school visits and tours by carious classes.
New Business
Trustee Woods made a motion to adopt Meeting Ordinance 2025-01, seconded by Trustee Carroll, motion passed. Trustee Woods made a motion to adopt the 2025/2026 Holiday Schedule, seconded by Trustee Carroll, motion passed.
Trustee Woods made a motion to leave the non-resident fee at $100.00 for the library’s fiscal year beginning July 1, 2025 to June 30, 2026, seconded by President Farley, motion passed. This fee is determined by the General Mathematical Formula in JCAR Section3050.60 Non-Resident Fee Formula.
The Trustees reviewed the Annual Agreement for Share Members for fiscal year 2026 beginning July 1, 2025 to June 30, 2026.
At this time the student employee will remain employed at the library throughout the summer.
The Trustees reviewed the technology E-rates for funding year 2025.
The next board meeting is June 16, 2025 at 5 p.m.
