June Minutes 2023
Trustees of the Newton Public Library District met June 19, 2023 at 5:00 P.M. Present was Travis Farley, Pete Pasero, Emily Carroll, Amanda Lessley, Ilene Woods, Jeanette Hickox and Director Jacque Holsapple. Jennifer Hinterscher joined the meeting in progress.
President Farley called the meeting to order.
Minutes of the May meeting were reviewed and will stand as presented.
The financial report was reviewed. Bills were presented. June 30 serves as the end of the library’s fiscal year. Trustee Woods made a motion to pay the bills, seconded by President Farley, motion passed.
Director’s Report
Circulation for May was 3,101. Money collected from fines, faxes, copier, book sales, cards, and miscellaneous was $567.30. Fifteen new cards were issued.
Jacque received a quote to enter into an agreement with CINTAS to provide paper products and cleaning supplies to the library. President Farley made a motion to enter into the agreement with CINTAS and Trustee Lessley seconded, motion passed.
Old Business
The board reviewed building insurance policy for the library. It was recommend to modify the policy to allow more coverage for contents and increase the deductible of the policy. Trustee Hickox made a motion to modify the contents portion of our insurance policy to $1M and increase the deductible to $2,500. Trustee Carroll seconded, motion passed.
There are 162 children signed up for the Summer Reading Program. There are 45 in the 0-5 age group, 97 in the 6-11 age group and 20 in the 12-16 age group. Director Holsapple stated that the number of children participating has increased from last year.
The summer shows at the West End Event Center have been well attended with both events having ~200 adults and children in attendance for each show.
Painting with Tia has also been well attended with 14 in attendance at the first session and 21 in attendance at the second session.
New Business
The board reviewed Employee Paid Time Leave in the Compensation and Benefits Policy. Trustee Lessley moves that we update the Compensation and Benefits Policy to reflect the changes required by the State of Illinois regarding PTO time. Trustee Woods seconded, motion passed.
The board recognized Public Act 103-0100 and concluded that the library is in compliance.
Jacque explained the Aspen Discovery Membership. President Farley made a motion to join Aspen Discovery and Trustee Lessley seconded, motion passed.
The library is hosting a summer pool party on Friday July 14 from 7:00 p.m. to 9:00 p.m.
There will be a meet and greet book signing on Saturday July 8, 2023 with Author S. E. Drake from 10:30 a.m. to 12:30 p.m.
The board discussed employee compensation for the next fiscal year.

Decennial Committee Meeting
June 19, 2023
The Newton Public Library District’s Decennial Committee met on June 19, 2023 at the Newton Public Library located at 100 S Van Buren St, Newton, IL. The following committee members were in attendance in person:

The meeting was called to order at 6:30 by Chairperson Farley immediately following the library’s June 19, 2023 Board of Trustees Meeting.
Minutes of the May meeting were reviewed. Jennifer Hinterscher made a motion to approve the May minutes and Pete Pasero seconded, motion passed.
The Committee reviewed the following policies in detail regarding any changes:

- Illinois Freedom of Information Act
- Drug and Alcohol Free Library Policy
- Open Meetings Act Policy
- Policy on Carrying Guns on Library Property

Outside of committee members, there were no other residents in attendance.
